That means you can initiate and establish connections to other peers but others cannot establish connections to your client (well they can initiate them, but they won't reach you). If the status light on the right hand lower corner of BitComet's window is yellow and the text next to it says “Blocked”, then inbound connections to your computer are being blocked.
